Strengthening Philippine Cultural MSMEs Through Inclusive and Gender-Sensitive Policy Innovation

Women-led cultural micro-, small, and medium-sized enterprises (MSMEs) operate at the intersection of entrepreneurship and cultural preservation. They simultaneously generate livelihoods, sustain traditional knowledge, strengthen local identities, and contribute to inclusive economic development. Despite their contributions, they continue to face structural barriers that constrain enterprise growth, resilience, and long-term sustainability.

To better understand overlapping constraints, this policy brief analyzes enterprise realities, institutional coordination, and national policy frameworks governing MSME development, gender equality, innovation, digitalization, and cultural and intellectual-property protection.
