Supporting the Digital Transformation of Micro, Small and Medium Enterprises: Viet Nam's Policy Framework Through a Gender Lens

This policy brief provides a comprehensive review and assessment of Viet Nam's policy framework supporting micro, small, and medium-sized enterprises (MSMEs), particularly women-owned ones, in undertaking digital transformation. It identifies several barriers, including limitations in internal enterprise capacity, gaps in the institutional and policy environment, and social barriers faced by women entrepreneurs. Based on this analysis, it proposes key policy recommendations for the state and enterprise support organizations. It also offers suggestions for MSMEs to advance the digital transformation process, foster sustainable and inclusive growth, and ensure development, progress, and equal access to support policies for both men-owned and women-owned enterprises. Key recommendations include improving the institutional framework, enhancing the effectiveness of support programs, promoting businesses' access to support programs, strengthening capacity, and raising business awareness about digital transformation.
